He was born in Guadalajara, Jalisco. He undertook his university studies in the school of law of the Autonomous University of Mexico (UNAM). He obtained the Bachelor’s Degree in 1963 with honorable mention, and he obtained the Ph.D. in 1971 with mention “Magna cum laude,” which was first given in the Ph.D. on Law at the UNAM.
Judge of the Inter-American Court of Human Rights. Ex-President of the Inter-American Court of Human Rights (2004-2007).
He is an official investigator in the Institute of Juridical Investigations and an official professor in the School of Law of the same university. He is a National Investigator, level III, in the National System of Investigators. Since 1993 he is part of the Government’s Meeting of the UNAM.
He is an executive of the “Magazine of the school of Law.” He is also part of the Government’s Meeting of the Mexico University Center. University Studies Division. He was president (founder) of the Government’s Meeting of the National Institute of Criminal Sciences.
