Opening of the Inter-American Judicial Year 2022

On February 7, 2022, the Opening Ceremony of the Inter-American Judicial Year 2022 was held, with the symbolic introduction of the new President and Vice President of the Inter-American Court: President Judge Ricardo C. Pérez Manrique (national of Uruguay) and the Vice President Judge Humberto Antonio Sierra Porto (national of Colombia).

The Inter-American Court visits the Province of Darién, Panama, to monitor implementation of Provisional Measures

On March 17 and 18, a delegation from the Inter-American Court and its Secretariat visited the province of Darién and held a private hearing in Panama City, to obtain information to monitor the execution of the provisional measures ordered in the Case of Vélez Loor, and assess the request made by Panama regarding their lifting. The delegation was made up of President of the Court, Judge Ricardo C. Pérez Manrique, Vice President, Judge Humberto Antonio Sierra Porto, and Judge Nancy Hernández López.

The Inter-American Court of Human Rights held its 63rd Special Session Period

The Inter-American Court held its 63rd special session from April 27 to 29, 2022. The former composition of the Court held a virtual session to hear the Request for an Advisory Opinion on Differentiated Approaches regarding Persons Deprived of Liberty. The Court will continue to hear this Advisory Opinion.

Judgment in the Case of Relatives of Digna Ochoa v. México. The State is responsible for the serious shortcomings in the investigation into the death of the human rights defender, Digna Ochoa

In the Judgment notified on January 19, 2022, in the Case of Relatives of Digna Ochoa v. México, the Inter-American Court of Human Rights found Mexico internationally responsible for the serious shortcomings that occurred in the investigation into the death of the human rights defender Digna Ochoa and Plácido on October 19, 2001. The State made a partial acknowledgment of international responsibility in the case.

Judgment in the Case of Former Employees of the Judiciary v. Guatemala. The State is responsible for the dismissal of judicial employees for going on strike

In the Judgment notified on January 26, 2022, in the Case of Former Employees of the Judiciary v. Guatemala, the Inter-American Court of Human Rights found Guatemala internationally responsible for the violations of various rights to the detriment of 65 former employees of the Guatemalan Judiciary dismissed for their alleged participation in strike action that was declared illegal.

Judgment in the Case of Pavez Pavez v. Chile: The State is responsible for the discriminatory treatment of a Woman removed from her job as a teacher of religion in a public school due to her sexual orientation

In the Judgment of the Case of Pavez Pavez v. Chile, notified on April 20, the Inter-American Court of Human Rights declared the State of Chile responsible for the violation of the rights to equality and non-discrimination, personal freedom, privacy and work, recognized in the American Convention on Human Rights, to the detriment of Sandra Pavez Pavez, for the discriminatory treatment she suffered on being removed from her position as a Catholic religious education teacher in a public school, after her certificate of suitability was revoked by the vicar for education of the Diocese of San Bernardo based on her sexual orientation.

Judgment in the Case of FEMAPOR v. Peru: The State is responsible for the violation of the rights to judicial guarantees, judicial protection, work and private property, to the detriment of 4,090 maritime and port workers

In the Judgment notified on April 19, in the Case of the National Federation of Maritime and Port Workers (FEMAPOR) v. Peru, the Inter-American Court of Human Rights found the State of Peru internationally responsible for the violation of the rights to judicial guarantees, judicial protection, work and private property, to the detriment of 4,090 maritime and port workers, due to the lack of compliance with an amparo sentence of the Supreme Court of the Republic of Peru, issued on February 12, 1992, which established the manner of calculating the additional increase in remuneration in favor of said workers.

The President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, and Judges Verónica Gómez, Patricia Pérez and Rodrigo Mudrovitsch took part in the Seminar: "Inter-American Court of Human Rights and Protection of Human Rights, Democracy and the Rule of Law: An Agenda for the XXI Century" ("Corte Interamericana de Direitos Humanos e proteção dos Direitos Humanos, da Democracia e do Estado de Direito: Uma Agenda para o Século XXI"), during the Inauguration of the Course on Conventionality Control of the Paulist School of Judges of the Court of Justice of the State of São Paulo, in which Magistrates will be trained on the control of conventionality and the case law of the Inter-American Court.

Inter-American Court Judge, Rodrigo Mudrovitsch took part in the Regional Meeting of the Mato Grosso State Judiciary

Judge Mudrovitsch spoke on the application of International Treaties in Brazilian Criminal Law. The Roundtable included Judges Rubens de Oliveira and Marcos Machado, from the Court of Justice of the State of Mato Grosso, together with lawyers, students and human rights defenders.

The President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, Judges Patricia Pérez Goldberg and Verónica Gómez, together with the Secretary of the Court, Pablo Saavedra, and the Deputy Secretary, Romina I. Sijniensky, participated in the seminar “Impact of the Inter-American Court of Human Rights’ case law from the perspective of public defense”, organized by the Inter-American Association of Public Defenders (AIDEF), the Inter-American Court of Human Rights and the National Public Defenders Office.

Delegation of the Inter-American Court in Argentina

A delegation from the Inter-American Court headed by the President Judge Ricardo C. Pérez Manrique, along with Judge Verónica Gómez, Judge Patricia Pérez Goldberg, Secretary Pablo Saavedra Alessandri and Deputy Secretary Romina I Sijniensky, held a working meeting with the Plenary of the Federal Court of Criminal Cassation. During the event they participated in the Seminar "Impact of the Inter-American Court of Human Rights’ case law from the Perspective of Public Defense" organized by the Inter-American Court, the Inter-American Association of Public Defenders, the National Public Defenders Office of the Argentine Republic.

The Legal Standards of the Inter-American Court of Human Rights Course opened in Peru

On March 1, the President of the Inter-American Court of Human Rights, Judge Ricardo C. Pérez Manrique, and the General Director of the Center for Constitutional Studies of the Constitutional Court of Peru, Judge Marianella Leonor Ledesma Narváez, opened the “Training Course on Legal Standards of the Inter-American Court of Human Rights” in Peru, bringing together 1,000 registered participants.

The IV Edition of the Diploma in Human Rights for Journalists opened

Last Tuesday March 22, 2022, the 4th Edition of the Diploma on Human Rights for Journalists, organized by the Inter-American Court of Human Rights, along with UNESCO's Regional Communications & Information Office, the Konrad Adenauer Rule of Law Program for Latin America and the Inter-American Institute for Human Rights, started. The program also has the support of the European Commission.

Regional exchange of best practice and challenges on the promotion and use of the Minnesota Protocol for the investigation of potentially unlawful death

From March 28 to 30, 2022, a lawyer from the Secretariat of the Inter-American Court participated in the Regional Exchange of Best Practice and Challenges on the Promotion and use of the Minnesota Protocol for the investigation of Potentially Unlawful Death. The event was held in Buenos Aires, Argentina and was organized by the International Center for Political Studies of the National University of San Martín (CIEP-UNSAM), which is directed by the Judge of the Inter-American Court, Verónica Gómez, the Inter-American Court, the Office of the Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, the Regional Office of the United Nations High Commissioner for Human Rights and the Argentine Public Defender’s Office. The exchange was organized within the framework of the 40th anniversary of the United Nations Special Rapporteurship on Extrajudicial, Summary or Arbitrary Executions and brought together specialists in forensic sciences at the global and regional levels, representatives of forensic medical services and public defenders of the region in order to discuss best practice and challenges in the application of the Minnesota Protocol.
