Inter-American Court of Human Rights held its 160th Regular Session

The Inter-American Court held its 160th Regular Session from August 21st to September 6, 2023, combining virtual and in-person activities.

A public hearing was held in the Case of Yangali Iparraguirre v. Peru.

VISITS AND PARTICIPATION IN PROTOCOL ACTIVITIES

 
Visit by His Excellency Gustavo Petro Urrego, President of the Republic of Colombia

On August 28th, the President of the Inter-American Court of Human Rights, Judge Ricardo C. Pérez Manrique, along with the full Court and the Assistant Secretary, Romina I. Sijniensky, received the President of the Republic of Colombia, His Excellency Gustavo Petro Urrego.

During the meeting, President Petro spoke with the Judges of the Court about the importance of the Inter-American System for the Protection of Human Rights for the countries in the region and the key role of the Inter-American Court in defending Human Rights.

Visit by the President of the Inter-American Commission on Human Rights, Commissioner Margarette May Macaulay

During the 160th Regular Session, on August 30th the full court of the Inter-American Court of Human Rights and the Assistant Secretary, Romina I. Sijniensky, received the President of the Inter-American Commission on Human Rights (IACHR), Commissioner Margarette May Macaulay, at the seat of the Court.

The institutions continued their discussion on topics of common interest.
 
 
Visit by a delegation of 50 midshipmen and authorities of the Frigate A.R.A "LIBERTAD" School Vessel from the Republic of Argentina

On August 21st a guided visit of the seat of the Inter-American Court of Human Rights was given to 50 midshipmen and authorities of the Frigate A.R.A. “Libertad” School Vessel from the Republic of Argentina. Personnel from the Argentinian.

Embassy in Costa Rica also participated in the visit, along with the Court’s Assistant Secretary, Romina I. Sijniensky and the International Cooperation Coordinator, Javier Mariezcurrena.

On August 15th, as part of his visit to Argentina, the President of the Inter-American Court of Human Rights, Judge Ricardo C. Pérez Manrique, met with the President of the Buenos Aires Bar Association, Ricardo Gil Lavedra.
 
 
Meeting with the UN General Secretary

On July 18th, 2023, the President of the I/A Court H.R., Judge Ricardo C. Pérez Manrique, and the Vice President, Judge Eduardo Ferrer Mac-Gregor Poisot, met with Mr. António Guterres, General Secretary of the United Nations, as part of their visit to the United States.

Visit to the Sabin Center for Climate Change Law of Columbia University, USA

On July 18th, as part of his visit to the United States, the President of the Inter-American Court, Judge Ricardo C. Pérez Manrique, visited the Sabin Center for Climate Change Law of Columbia University. During the visit they discussed climate change from a human rights perspective.

Latin American Human Rights Seedbed

The Latin American Human Rights Seedbed held two meetings, on July 8th and August 19th. The topics covered included:

• Creation of Inter-American Standards (Human Rights Guidelines for Latin America), led by Judge Verónica Gómez of the I/A Court H.R.

• Conversations on Transitional Justice, led by Oscar Parra Vera, Judge from the Colombian Special Jurisdiction for Peace.

• Jurisprudence with the SEDH and the African System, led by lawyer Marta Cabrera of the I/A Court H.R.

Second Edition of the Course on Women’s Rights in the Jurisprudence of the I/A Court H.R. - El Salvador

On August 18th, the Inter-American Court concluded in El Salvador the second edition of the course, in which more than 40 officials from the Justice Administration participated. This included individuals from the Judicial Branch, the Attorney General’s Office and the Public Prosecutor’s Office, among other institutions key to the protection of the rights of women, children and adolescents in El Salvador.

Fifth Edition of the Refresher Diploma Course on the Jurisprudence of the I/A Court H.R.

On August 16th, the Inter-American Court concluded in San Salvador the fifth edition of its Refresher Diploma Course on the Jurisprudence of the Inter-American Court of Human Rights. Participants obtained a more in-depth knowledge of substantive aspects of the administration of Justice and Human Rights were explored, particularly those related to Articles 8 and 25 of the American Convention.

Second Edition of the Course on Women’s Rights in the Jurisprudence of the I/A Court H.R. - Honduras

On August 10th and 11th, the Second Edition of the Course on Women’s Rights in the Jurisprudence of the Inter-American Court was held in Honduras. It was held in the Judicial School of Honduras “Francisco Salomón Jiménez Castro,” and had over 30 participants.

On August 9th the Fifth Edition of the Refresher Diploma Course on the Jurisprudence of the Inter-American Court of Human Rights concluded. There were more than 55 participants, through in-person and virtual options.

Third Edition of the Refresher Course on the Jurisprudence of the I/A Court H.R.

On July 13rd, 2023, the Inter-American Court of Human Rights concluded the third edition of the Refresher Course on the Jurisprudence of the I/A Court H.R., held as part of the Initial Education Program for aspiring judges (FIAJ) of the Judicial School of Costa Rica.

Cooperation Agreement Inter-American Court of Human Rights with the Latin American Council of Scholars of International and Comparative Law of the Dominican Republic

On August 31st a Cooperation Agreement was subscribed by the Latin American Council of Scholars of International and Comparative Law (COLADIC) of the Dominican Republic and the Inter-American Court of Human Rights.

This Agreement seeks to promote the study of International Human Rights Law and to expand knowledge of the Inter-American System and Comparative law.
 
 
Cooperation Agreement Inter-American Court of Human Rights with the Costa Rican Psychologist’s Association

On Wednesday August 30th, a Cooperation Agreement was signed by the I/A Court H.R. and the Costa Rican Psychologist’s Association, effective starting January 1st, 2024. Thanks to this Agreement, counseling services will be provided to individuals who testify before the Inter-American Court.

Cooperation Agreement Inter-American Court of Human Rights with Universidad Católica de Santa María in Peru

On Tuesday August 29th, a Cooperation Agreement was signed between Universidad Católica de Santa María in Peru and the Inter-American Court of Human Rights. The goal of this agreement is to coordinate efforts to strengthen the relationship of the entities and disseminate the international instruments to promote and defend Human Rights.
 
 
Cooperation Agreement Inter-American Court of Human Rights with the Ombudsman’s Office of Colombia

During the signing of the Cooperation Agreement on Monday, August 28th , the President of the I/A Court H.R. highlighted the efforts made by the country to comply with the reparations ordered in the cases of Monitoring Compliance with Judgment.

Cooperation Agreement Inter-American Court of Human Rights with the MERCOSUR Institute of Public Policies on Human Rights

On August 14th, the Inter-American Court of Human Rights signed a Cooperation Agreement with the MERCOSUR Institute of Public Policies on Human Rights. The agreement seeks to coordinate activities to facilitate and promote a human rights perspective for the public policies of the countries in the region.

On August 11th, the President, Judge Ricardo C. Pérez Manrique, participated in the Webinar “Transparency, democracy and human rights: Compared jurisprudence on access to public information in Latin America.” The event was organized jointly with UNESCO.
 
 
Judge Patricia Pérez Goldberg participated in the discussion “Women in prison: equality and non-discrimination”

On August 11th, the discussion “Women in prison: equality and non-discrimination” was held, in which Judge Patricia Pérez participated. She spoke about gender neutrality in penitentiary policy and key human capacities.

On Thursday, July 18th, Judge Patricia Pérez Goldberg participated in the lecture “Social reinsertion and humane treatment of inmates” organized by the Chilean Gendarmerie. The Judge commented on the inclusion of Mandela Rules in the jurisprudence of the I/A Court H.R. and Advisory Opinion 29 on differentiated approaches for certain groups of inmates.

The graduation Ceremony for the participants of the Internship and Professional Visits Program for the period from May to August 2023 took place on Tuesday August 29th.

The President of the Court, Judge Ricardo C. Pérez Manrique, the Vice President, Judge Eduardo Ferrer Mac-Gregor Poisot, and the Assistant Secretary, Romina I. Sijniensky attended the ceremony, where they congratulated the graduates for the contribution made during their time at the Court.

Sixth Diploma Course on Human Rights for Journalists

On July 11th the sixth edition of the Diploma Course on Human Rights for Journalists was completed. It was organized by the I/A Court H.R. and UNESCO’s regional office for Latin America and the Caribbean. More than 80 journalists from the region and Europe participated in the diploma course.
