136th REGULAR SESSION Inter-American Court of Human Rights held its 136th Regular Session The Inter-American Court held its 136th Regular Session from August 24 to September 3, 2020. Owing to the situation arising from the COVID-19 pandemic, the Cort met virtually during this session in order to deliberate Judgments, issue orders on Monitoring Compliance with Judgment, examine various issues related to Provisional Measures, and deal with different administrative matters.

RECENTLY NOTIFIED JUDGMENTS Colombia is responsible for violating the political rights and judicial guarantees of Gustavo Francisco Petro Urrego
In the Judgment in the Case of Petro Urrego v. Colombia, the Inter-American Court of Human Rights found the State of Colombia responsible for the violation of the political rights and judicial guarantees of Gustavo Francisco Petro Urrego.
Ecuador is responsible for the sexual violence committed by an educational authority against the adolescent, Paola Guzmán Albarracín In the Judgment notified in the Case of Guzmán Albarracín et al. v. Ecuador, the Inter-American Court of Human Rights found the State of Ecuador responsible for the sexual violence suffered by the adolescent, Paola del Rosario Guzmán Albarracín, within the State’s educational system, committed by the Vice Principal of the college she attended; this was connected to her suicide and other related human rights violations. This is the first case the Inter-American Court has heard on sexual violence against a female adolescent within the educational system. Argentina is responsible for violating the right to appeal a judgment before a higher court In the Judgment notified on August 5 in the Case of Valle Ambrosio et al. v. Argentina, the Inter-American Court of Human Rights found the State of Argentina responsible for the violation of the right to appeal a judgment before a higher court, to the detriment of César Ramón del Valle Ambrosio and Carlos Eduardo Domínguez Linares. Argentina is responsible for the lack of judicial protection of the right to just and satisfactory conditions that ensure the health of the worker In the Judgment notified on August 28 in the Spoltore v. Argentina Case, the Inter-American Court of Human Rights found the State of Argentina responsible for the violation of the right to judicial guarantees and judicial protection, and the right to working conditions equitable and satisfactory to ensure the health of Mr. Victorio Spoltore, since he was not guaranteed access to justice, judicial protection and judicial guarantee in his search for compensation for a possible professional illness. As a consequence of this, the Court concluded that Argentina is responsible for the violation of Articles 8.1 and 25, in relation to Article 1.1 of the Convention and Article 26, in relation to Articles 8, 25 and 1.1 of the same instrument, to the detriment of Victorio Spoltore.

TRAINNING SESSIONS Basic Course on Human Rights for non-lawyers On August 25, 2020, the Secretary of the Inter-American Court of Human Rights, Pablo Saavedra, inaugurated the first Basic Course on Human Rights for non-lawyers of Central America.

On August 25, the Vice President of the Inter-American Court of Human Rights, Judge Patricio Pazmiño Freire, the Secretary General of the Prosecutor General’s Office, Ana Virginia Samayoa, and the Director of the Judicial Training Academy, Dania Elena Tolentino Membreño, inaugurated the program to provide information on recent developments in the case law of the Inter-American Court of Human Rights, which will continue until October 15 this year.

On August 18, 2020, the Vice President of the Inter-American Court of Human Rights, Judge Patricio Pazmiño Freire, the Director of the “Francisco Salomón Jiménez Castro” Judicial Academy of Honduras, Elsa Gertrudis Calderón Godoy, and the Assistant Attorney General of the Republic of Honduras, Marcia Núñez Ennabe, inaugurated the second cycle of the diploma course on “Recent developments in the case law of the Inter-American Court of Human Rights.”

DIALOGA NETWORK First edition of diploma course on “Journalism and Human Rights” organized by the Inter-American Court
On August 11, the first session of the diploma course on human rights for journalists was held, organized by the Inter-American Court of Human Rights, with the support of the UNESCO Regional Science Bureau, the Rule of Law Program for Latin American of the KAS Foundation, and the Inter-American Institute of Human Rights. The activity is part of the “DIALOGA Network” composed of journalists who work on issues linked to human rights in the hemisphere, and is supported by the European Commission.

The Inter-American Court has concluded the Cycle of Inter-American Conferences, the purpose of which was to hold discussions with experts from other international agencies, members of academia, human rights defenders, and also journalists and members of civil society in general, on the human rights challenges that the region is facing owing to the situation of COVID-19.
